Rules of participants gathering for the Final stage of the World Children's Winners’ Games

1. Right to participate

1.1. Participation in sports competitions World Children's Winners’ Games can take children from any country, while respecting the following conditions:

  • patients who overcame cancer;
  • completed treatment;
  • between ages of 7 and 16 inclusive;
  • provided necessary documents in time.

1.1.1. If a child turns 17 at least 2 months before the start of the Games, the child may participate.

1.1.2. If after application acceptance by the organizer, the health status of the participant has changed from a status of remission to returning back to the treatment or changed to the status of a palliative patient, the child can take part in the Games as an exception providing confirmation of the possibility to participate by attending physician and parents. By agreeing to participate, parents consider the event useful for the physical and emotional state of the child, and should take into account that the Winners ' Games are positioned as an event for recovered children.

1.2. You can become a participant of the Games twice.

1.3. The child is allowed to participate for the third time, if after the second participation in Games there was a relapse. To re-participate in the Games, you must complete treatment after a relapse.

1.4. To become a participant of the Games can be regardless how long ago a disease was. If it is not possible to send all the children of the region or country who have applied, the participating foundations may impose additional restrictions on this rule.

2. Registration of participation application

2.1. To apply for participation can an organization (regardless of the presence of a legal entity), that is ready to take on gathering of children in the region, to organize defray and transfer to the place of the Games.

2.2. Not later than six months before the Games, the organizing Committee sends an invitation to the previously participating organizations (foundations, volunteer and parent associations, etc.), with reference to the application form for participating funds and informs the date of registration.

2.3. Not later than six months before the Games, the organizing Committee announces the beginning and the date of registration on the website of the Games, sends invitations to previously non-participating organizations and funds, if necessary and possible, conducts introductory meetings-presentations.

3. Places and confirmation of registration

3.1. Within 10 days after the registration of applications is closed, the organizing Committee determines and informs foreign teams about the number of places for the national team. Selection of participants is at the discretion of the Fund-participant. It is recommended to make a team based on the recommendations of the attending physicians and the order of applications to the Fund-participant.

3.1.1. If there is no regional stage in the country and one Fund-participant is registered, all places in the national team are given to this Fund. It is recommended to make a team based on the recommendations of the attending physicians and the order of applications to the Fund-participant.

3.1.2. If there is no regional stage in the country and more than one Fund-participant is registered, all places in the national team are divided between the funds in equal shares. It is recommended to make a team based on the recommendations of the attending physicians and the order of applications to the Fund-participant.

3.1.3. If a country has a regional stage-all places in the regional team are distributed among the participants of the regional stage. Selection of participants in the national team is carried out among the participants of the regional stage on a non-competitive basis (places are competed for the region plus 3 places in case of replacement). Applications from other funds of that country for participation of individual teams are not considered that year.

3.2. Within 10 days after the closing of the registration of applications, the organizing Committee determines and informs Russian organizations and funds the number of places for the regional team. The region conducting the regional stage receives additional places (the number is determined annually).

3.2.1. If there is no regional stage in region and only one Fund-participant is registered – all the places in the national team of the region is given to this Fund. It is recommended to make a team based on the recommendations of the attending physicians and the order of applications to the Fund-participant.

3.2.2. If there is no regional stage in the region and more than one Fund participant is registered, all places in the regional team are divided between the funds as follows:

  • between the funds, the statutory activity of which is to help children with cancer, in equal shares;
  • between the funds, the statutory activity of which is not to help children with cancer, in equal shares;
  • between the funds, the statutory activity of which is to help children with cancer, and the funds, the statutory activity of which is not to help children with cancer, in a ratio of 2 to 1 in favor of the funds, the statutory activity of which is to help children with cancer. It is recommended to make a team based on the recommendations of the attending physicians and the order of appeal to the Fund-participant.

3.2.3. If the regional stage is held in the region, all places in the regional team are distributed among the participants of the regional stage. Selection of participants in the regional team is carried out among the participants of the regional stage on a non-competitive basis (played places in the region plus 3 places in case of replacement). Applications from other funds in the region for participation of individual teams that year are not considered.

3.3. Within 10 days after the registration is closed, the organizing Committee determines the number of individual participants and begins to invite individual participants in writing by e-mail specified during the registration and orally if it is impossible to contact the specified address.

3.3.1. Children who are 17 years old in the year of registration or in the year following the year of registration have priority right to participate.

3.3.2. After individual participants with priority rights are invited, other participants are invited in order.

3.3.3. Once the individual participants have been taken in the specified quantity, the remaining registered children will be placed on the waiting list and will be notified in writing form by e-mail provided at the time of registration.

4. Relevant documents

4.1. For each participant must be provided:

4.1.1. The completed standard form questionnaire.

4.1.2. Standard form permission of parents (attached to the questionnaire).

4.1.3. Standard form permission of the doctor (attached to the questionnaire).

4.1.4. Copy of passport or participant's birth certificate.

4.1.5. Extract from the medical history.

4.1.6. Copy of passport of accompanying parent.

4.1.7. Power of attorney for accompanying relative, if the participant is not accompanied by a parent. Power of attorney for person accompanying team, if the participant is not accompanied by a parent or relative.

4.2. The documents must be provided in time specified by the organizing Committee when confirming the number of places.

4.3. Participants who do not provide correctly completed documents within the specified period are not allowed to participate in competitions and are not accepted to the event (do not receive hotel accommodation, free meals, transfers, sports form). Children who are not allowed to participate can attend the event as spectators, provided that the family of a child organizes their stay in Moscow by themselves.

5. Team list

5.1. One of parents or a guardian is invited along with the participant.

5.1.1. If no parent or guardian can travel with the participant, another adult relative is allowed to accompany the participant.

5.1.2. If no adult relative can travel with the participant, the participant is sent unaccompanied by a relative but under the supervision of the person accompanying team.

5.1.3. Replacement of an accompanying parent or relative by an accompanying person who is not a relative of the participant is not allowed.

5.2. The second parent, brother or sister of the participant, other accompanying persons can visit the Winners’ Games provided that they organize and pay for their stay in Moscow (accommodation, meals, transfer to the place of the Games).

5.3. One doctor is invited with the team. If the doctor cannot accompany the team, the team arrives without a doctor. Replacement of the doctor with the second accompanying person is not allowed. A doctor cannot come with his child if the child is not a participant of the Games.

5.3.1. The duties of the doctor include necessary medical support of participants during the trip to the place of the Games and back, as well as cooperation with the emergency teams on duty and oncologists at the site of the Games in case of a reference of a child from a team accompanied by the doctor.

5.4. One accompanying person is invited with a team. An accompanying person can be a volunteer or an employee of an organization or a charity Foundation who sends a team to competitions. An accompanying person can not come with his or her child if the child is not a participant of the Games.

5.4.1. The duties of the accompanying person include accompaning the participants from the place of gathering to the meeting place of the team by the representative of the organizing Committee (usually the leader); to accompany the participants during the Games; to help the leader of the team.

6. Expenses

6.1. Participation in the Games is free for all registered participants.

6.2. The organizing Committee takes care of the costs of the Games: accommodation, meals (from dinner of the day of arrival to Breakfast of the day of departure), transfers, excursions and entertainment.

6.3. Teams or participants pay their own way to Moscow and back and visa fees (if necessary).

7. Refusal to participate

May be refused:

7.1. To the child if the conditions of section 1 are not met.

7.2. To the child if the conditions of section 4 are not met.

7.3. To the organization to participate as a separate team, that did not conduct the regional stage, in case of the regional stage is carried out by another organization.

7.4. Organizations for falsification of the documents listed in section 4.

7.5. Organizations or foundations, whose representatives violate the order on the site of the event, insult the team leaders, volunteers, organizers or guests of the Games.

7.6. An organization or Foundation whose representatives do not observe the duties of an accompanying person.

7.7. Organization or Foundation, openly leading in their actions and / or in their communication means religious, political and any other propaganda.

7.8. In case of dispute, the organizing Committee may request additional information about the activities of the organization and reserves the right to refuse the organization after consideration of the information provided.

8. Changes in the rules for gathering participants

8.1. The organizing Committee reserves the right to change the rules for the gathering of participants with timely notification of participants in writing form by email and publication of changes on the website of the Winners’ Games.
